No. Venomancer's text is not triggered when not on the battlefield. Because of the order of operations, in the first turn he only enters the battlefield after deployment orders are triggered. By the same logic, every time he dies and returns he would also not arrive with a Plague Ward.
If I am correct in this, every (normal) kill of Venomancer will result in a total of two fewer Plague Wards.
